Call for Experts before the International Criminal Court

Under regulation 44 of the Regulations of the Court, the Registrar of the International Criminal Court has to compile and maintain a list of experts accessible at all times to all organs of the Court and to all participants in proceedings before the Court.

In order to compile the list, the Registrar is seeking to identify accredited experts and expert bodies in the following fields:

  • Forensic medicine
  • Ballistics
  • Military science[1] 
  • Policing[1]
  • Politics and geopolitics [1] 
  • Judicial systems [1] 
  • History [1] 
  • Linguistics (Profile)
  • Finance [2]
  • Reparations
  • Graphology
  • Psychology[3]

Experts in other fields may apply to be registered in the list but must explain to what extent their field of expertise is relevant in criminal proceedings before an International Jurisdiction such as the ICC.

    Registration formalities

    • An expert must be able to demonstrate that he or she has a minimum of 7 years of experience (with an advanced university degree) or of 9 years to apply for the list.
    • Fluency in either of the working languages of the Court, English or French, is a prerequisite to apply for the list of experts.
    • The ICC aims to achieve fair representation of women and men in the list of experts. Female candidates are encouraged to apply. 

    Application requirements are set out in the following Application Forms:

    • An expert will be placed on the list for an initial period of 5 years, followed by re-registration for another five years at his or her express request. 
       
    • Remuneration will be based on the salary of an international civil servant at the P4 level (UN/ICC). In addition, professional charges are reimbursable up to a maximum of 40% of the salary. These charges are reimbursable further to justification and must be clearly linked to the provision of expert services to the Court. In case of travel to The Hague or to the field, travel expenses will be reimbursed, in addition to the payment of a daily subsistence allowance based on the number of days worked. No remuneration is due from the ICC unless the expert is called to provide services.

    [1] With a particular focus on the various situations: Uganda, the Democratic Republic of the Congo, Darfur (Sudan) and the Central African Republic.

    [2] The Court is searching for experts in finance who could assist it in the framework of financial investigations or freezing of assets proceedings. 

    [3] The Court is searching for psychologists who have worked with victims of crimes under the jurisdiction of the Court and/or who are living or have lived in particular circumstances (i.e. refugees camps, war zone or post-conflict societies, etc ...).
