Expert consultation process relevant to the Office of the Prosecutor
The Office of the Prosecutor conducted a series of expert consultations during 2002 - 2003, drawing on more than 120 leading experts from various professional backgrounds (including legal practitioners, investigators and analysts) representing a broad range of national jurisdictions and the principal legal traditions of the world, and including experts with proven expertise in the field of international criminal justice. At the invitation of the start-up team of the Office of the Prosecutor, these experts offered constructive and insightful thoughts on the establishment and efficient operation of the Office of the Prosecutor.
These consultation processes were prompted by the interest of the Office in distilling and absorbing relevant experience and expertise, wherever appropriate. Although the functioning of a permanent international prosecution service raises distinctive challenges, nevertheless, the Court and the Office has benefited from the practice of other internationalised criminal jurisdictions, as well as from national experience in the investigation and prosecution of large and complex criminal cases.
The experts participated in their individual capacity, and therefore the views reflected in these document do not necessarily reflect the views of their respective organisations. In no way do these views constitute a statement of any institution, nor do they represent the views of the Office of the Prosecutor itself which has separately adopted its own strategy documents and policy papers.
The outcomes of the following expert consultation processes are available:
Length of proceedings
State co-operation and proceedings
Complementarity in practice
